2017 SGA INTER-CLUB LEAGUE

CONDITIONS OF COMPETITION

The following conditions, together with any additions or amendments as published by the SGA Tournament Sub-Committee will apply under Rule 33-1 to the SGA Inter-Club League.

1. GENERAL

a. The 2017 SGA Inter-Club League (ICL) is a combination of round robin and knockout match play event without handicap allowances that is open to all SGA Ordinary Members.

b. The ICL shall be played in accordance with the Rules of Golf as approved by R&A Rules Ltd and the Local Rules of SGA Ordinary Members hosting the matches.

c. Each Ordinary Member may field a Team comprising 30 players with 4 players in the “Premier” Division, 6 players each in the “A”, “B”, “Senior” Divisions and 8 players in the “Ladies” Division. The “Premier” Division is the highest and “B” Division the lowest.

d. The classification of the Divisions are as follows:

Four “Premier” Division

Six “A” Division

HI between 4.0 to 8.9

Six “B” Division

HI between 9.0 to 14.0

Six “Senior” Division

Must be 55 years or older as of 1 Jan 2017

“Ladies” Division

Must be 50 years or older as of 1 Jan 2017

2. ELIGIBILITY

a. Players must be members of the Ordinary Member that they are representing. Players may represent only one Ordinary Member and are not eligible to play for any other Ordinary Members (even if they are members of that Ordinary Member) once they have represented an Ordinary Member in any Leg at the start of the season.

b. They must conform in all respects to the Rules of Amateur Status as laid down by the R&A Rules Ltd and possess a valid USGA Handicap Index within the stipulated range in their respective Divisions. A player whose Handicap Index has Excessive Penalty Scores will not be eligible to participate.

c. A player’s eligibility to play in the various Divisions will be based on the lowest Handicap Index that a player has held in the last twelve months of 2016, that is, January to December. The SGA CHS will be available for reference and the lowest Handicap Index held must be taken from the 1 Feb 16 to the 1 Jan 17 revision dates.

d. Players without the requisite twelve months Handicap Index records are only eligible to be fielded in the “Premier”, “Senior” and Ladies “Premier” and “Evergreen” Divisions.

e. New members of Ordinary Members whose handicap scoring records are not shown in the SGA CHS as at 1 Jan 17 may be fielded to represent them. However, they may only be fielded in the “Premier”, “Senior” and Ladies “Premier” and “Evergreen” Divisions.

f. Ordinary Members may field players in a higher Division than the Division that they are eligible to play in. Once a player has played a match in any one Division, the player must remain in that Division throughout the entire season. For avoidance of doubt, they cannot subsequently be fielded to play in any other Division.

g. Players whose Handicap Index has been adjusted during the duration of the ICL may continue to play in the same Division that they started with.

h. A player who breaches any eligibility criteria will be disqualified.

i. For 2018, any player who has played in higher Division in 2017, eg “A” Division, will not be eligible to play in the lower “B” Division even though his HI may have moved to the lower Division. The penalty for Teams that field such player will be total loss of the Leg. The penalty for Teams that field players with Excessive Penalty Scores will also be loss of the Leg.

3. SUBMISSION OF PLAYERS’ NAMES

a. Team Captains or a representative of the team shall submit the names of their players on the prescribed form to the Tournament Director, not later than two hours before the commencement of the first match for Legs played in the afternoon.

b. If a Leg is played in the morning, the names must be submitted by 4 pm the day before. If due to medical reasons or other compassionate grounds, a player may be substituted not later than 30 minutes before the first match morning tee off time.

c. Team Captains may, if they wish, submit these names to the Tournament Director up to one week before the date of the Leg. Names so submitted may be changed so long as the requirements in 3a & b are met.

d. The names that have been submitted must be kept confidential by the host and may be revealed only 2 hours before the start of the first match.

4. REPORTING TIME

a. Players shall report to the starter at least 10 minutes before their tee-off time.

5. FORMAT OF PLAY

a. The ICL will be a combination round robin and knockout match play without handicap allowances. It shall consist of the number of Legs required for each Team to play against each other and shall all be played at a neutral course.

6. ROUND ROBIN PHASE

a. The twelve SGA Ordinary Members will be divided into two groups of six Teams each. The grouping will be based on the 2016 SGA ICL rankings. White Group will comprise the 1st, 4th, 5th, 8th, 9th and 12th ranked Teams. Red Group will comprise the 2nd, 3rd, 6th, 7th, 10th and 11th ranked Teams.

b. Based on this, the groupings will be as follows:

c. The Teams will play against each other within their Group. There will be a total of 5 Legs all to be played at a neutral venue.

d. See Annex A SGA ICL 2017 Round Robin Phase Schedule.

e. Each Team will comprise 30 players with 4 players in the “Premier” Division, 6 players each in the “A”, “B”, “Senior” Divisions and 8 players in the “Ladies” Divisions.

f. There will be a total of fifteen (15) matches to be played in each Leg comprising two (2) Four-Ball matches in the “Premier” Division and three (3) Four-Ball matches each in the “A”, “B”, “Senior” Divisions and four (4) Four-Ball matches in the “Ladies” Division.

g. One point (1) will be awarded to the winner of a match and zero (0) point to the loser. If a match ends in a draw, both sides will get half (½) point each. The winner of a Leg shall be the team that has amassed a total of 8 points or more.

h. The winner of a Leg will get three (3) points and the loser zero (0) points. If a Leg ends in a draw, both teams will get one (1) point each.

i. The top four Teams from each Group will progress to the Knockout Phase.

7. KNOCKOUT PHASE

a. In this phase, the four Teams from each Group will be ranked within their Group based on the total points amassed from playing the 5 Legs. If there is a tie for any position, the total number of points amassed from the matches played will be used. If there is still a tie, the Team that won the Leg played between the tying teams will take precedence.

b. The eight Teams will play a knockout match as shown in Annex B SGA ICL 2017 Knockout Phase Schedule.

c. The bottom four Teams from the Round Robin Phase will play in the Knockout Plate Phase as shown in Annex C SGA ICL 2017 Knockout Plate Phase Schedule.

8. CUT-OFF TIME FOR COMPLETION OF MATCHES.

a. Legs held in the Morning:

i. Cut-off time for matches to be completed is 2:30 pm;

b. Legs held in the Afternoon:

i. Cut-off time for matches to be completed is 7:00 pm.

9. SUBMISSION OF SCORES FOR HANDICAP PURPOSES

a. Under the USGA Handicap System, Sect 5-1c – Scores in all Forms of Competition, scores in both match play and stroke play must be posted for handicap purpose. This includes scores made in match play, in multi-ball, or in team competitions in which players have not completed one or more holes or in which players are requested to pick up when out of contention on a hole.

b. All players must post their scores directly to the online CHS. The hosting club must upload the playlist of the participating League players onto the CHS on the match day. Penalty scores will apply for non-submission of scores within the prescribed time limit in the SGA Handicap Policy.

10. OVERALL TEAM CHAMPION

a. The Overall Team Champion will be the Team that has emerged as the top Team in the Knockout Phase.

11. DIVISION CHAMPIONS

a. There will be Division Champions within their respective Groups. They will be determined by the total points achieved in the various Divisions from the matches in the 5 Legs during the Round Robin Phase. The teams with the most points shall be declared the respective Group Division Champions.

b. The Division Championship Challenge Trophies will be jointly awarded to the respective Group Division Champions.

c. In the event of tie/ties for the Group Division Champions and or any division positions, the winner shall be the team that has won the most Legs. If a tie still arises, the winner shall be the team that won the Leg played between the tying teams. If the tie is not broken, the results of the Overall scores will be used and the winner shall be the team that is ranked higher based on the count back system to determine the overall ranking.

12. TIME OF STARTING

a. Players shall start at the time and in the order indicated in the draw. This will be decided upon submission of the team members by the Team Captain as provided in paragraph 2 of the Administrative Instructions.

b. In the event that the match pairing of a team is not submitted to the Tournament Director (TD) on time the team shall be disqualified for the match.

c. In the event that both teams have not submitted the match pairings on time, the TD shall consider the team matches halved. No substitution of players and changes of starting times shall be permitted once the draw has been made.

13. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 6-8b)

a. When play is suspended by the TD for a dangerous situation, players must discontinue play immediately and not resume play until the TD has ordered a resumption of play. If a player fails to discontinue play immediately, he is disqualified, unless circumstances warrant waiving the penalty as provided in Rule 33-7.

14. INCLEMENT WEATHER

a. Round Robin Phase

i. In the event that inclement weather does not permit the completion of all the matches by 7pm, the results of completed matches will stand and incomplete matches will be treated as halved.

ii. The Tournament Director’s determination of the playability of the course due to inclement weather and the decision taken to terminate or resume play for the day is final.

b. Knockout Phase

i. In the event that inclement weather prevents a conclusive result by 7pm, any uncompleted matches will be suspended and resumed at the holes where the matches were suspended on the following Sunday or on a date to be determined by the Organising Committee.

15. CADDIES/BUGGIES

a. No caddies are allowed.

b. All players must use the buggies that are provided.

16. LOCAL RULES

a. The Local Rules of the hosting Ordinary Member will apply.

17. TOURNAMENT REFEREE

a. The tournament referee’s decision on all matters pertaining to the Rules of Golf is final.

b. The decision of the Tournament Director, once posted, is final and binding on all parties.

c. If a side in a match is disqualified under the Rules of Golf, the disqualification applies only to the specific side in the match and not to the whole team in the respective Division.

18. INSURANCE

a. All players are required to have appropriate golfing insurance.

19. LIST OF CONFORMING DRIVER HEAD

a. The Specimen Condition of Competition contained in page 154 of the Rules of Golf applies.

20. DISTANCE MEASURING DEVICE

a. A player may obtain distance information by use of a distance measuring device. If, during a stipulated round, a player uses a distance measuring device to gauge or measure other conditions that might affect his play (eg, elevation changes, wind speed, etc.), the player is in breach of Rule 14-3.

21. PACE OF PLAY

a. The pace of play and maximum time allowed for the round will be decided by the Tournament Director and will be made available prior to play.

b. The penalty for breach of pace of play is:

i. First offence – Loss of hole;

ii. Second offence – Loss of hole;

iii. For subsequent offence – Disqualification.

22. PRIZES

a. Overall Champion

i. Champion – Challenge Trophy and individual trophies

ii. 1st Runner-Up – Silver medals

iii. 2nd Runner-Up – Bronze medals

iv. Plate Winner – Bronze medals

b. Group Division Champions ( “Premier”, “A”, “B”, “Senior”)

i. Winner – Challenge Trophy (jointly awarded) and gold medals

c. “Ladies” Division

i. Winner – Challenge Trophy (jointly awarded) and gold medals

Note: Winner of Ladies Sub-Divisions, “Premier”, “A” and “Evergreen” will receive gold medals.

23. AMENDMENTS TO CONDITIONS

a. The SGA Tournament Sub-Committee reserves the right to amend these conditions of competition.

ADMINISTRATIVE INSTRUCTIONS

1. GENERAL

a. These administrative instructions do not form part of the Conditions of Competitions. They are given to facilitate the administration of the tournament.

2. ORDER OF PLAY

a. The order of the play for the 1st Leg shall be played according to this order “Premier”, “Senior”, “A”, “B” and “Ladies” Divisions. Thereafter, the order of play for subsequent Legs shall be rotated and the sequence will be pre-determined and given to all Ordinary Members. It is also available on the SGA website.

b. Double barrel starts will be used with matches teeing off simultaneously on both nines.

c. Players shall stop playing once the outcome of the match has been determined.

3. DUTIES OF ORDINARY MEMBERS HOSTING ICL

Ordinary Members hosting ICL matches shall:

a. Nominate a Tournament Director;

b. Appoint a referee, if its staff is suitably qualified;

c. Determine Pace of Play timing with the maximum time allowed for the round including hole by hole allotted time for distribution to all players.

d. Obtain the names of players from participating Ordinary Members;

e. Provide range balls to players for warm-up;

f. Provide a buggy to the non-playing Team Captain of participating teams;

g. Collate and send the results according to the prescribed form to SGA, Hon Sec SLGA and all Ordinary Members on completion of each Leg.

h. Arrange F&B as follows:

i. Provide a meal to players before tee-off;

ii. Provide a $10 coupon to each player for refreshment and snacks during the match;

iii. Provide a $12 coupon to each player for makan kechil after the match. The $12 coupon may be used individually or collectively by players to pay for the makan kechil.

i. Invoice SGA for a total of $2880.00 plus GST ($12 x 60 players x 4 Legs) for clubs hosting 4 legs and $2160.00 plus GST ($12 x 60 players x 3 Legs) for clubs hosting 3 legs.

4. SINGAPORE GOLF ASSOCIATION

SGA will:

a. Collate all results received from all hosting Ordinary Members and update all Ordinary Members on final results after each Leg.

b. Present trophies and medals to the winners as outlined in paragraph 22 of the CoC. The number of trophies and medals to be awarded will be as follows:

i. Overall Champion

1) Champion – 40 trophies (30 players + 10 reserves).

2) 1st RU – 40 silver medals (30 players + 10 reserves).

3) 2nd RU – 40 bronze medals (30 players + 10 reserves).

ii. Division Champions

1) Premier

A. Winner – 6 gold medals (4 players + 2 reserves)

2) “A”, “B”, “Senior”

A. Winner – 9 gold medals (6 players + 3 reserves)

3) “Ladies”

A. Winner – 12 gold medals (8 players + 4 reserves)

4) “Ladies” Sub-Division (“Premier”, “Evergreen”)

A. Winner – 3 gold medals (2 players + 1 reserve)

5) “Ladies” Sub-Division (“A”)

A. Winner – 6 gold medals (4 players + 2 reserve)

Note: Additional trophies/medals can be ordered at the expense of individual Ordinary Members. The Ordinary members may order the additional trophies/medals directly from the supplier. Contact details will be provided by SGA.

c. Organise a dinner cum prize giving ceremony after full completion of the ICL. Ordinary Members will be charged $650 nett per table of 10 persons each. Each Ordinary Member should take up at least one table. There is no limit on the maximum that an Ordinary Member can take.
