1. SGA expects and requires a high standard of professionalism and conduct from all SGA Referees. This code should be observed by all SGA Referees when assigned to officiate in any golf event organized by either SGA or any other organisations.
2. The purpose of this code is to establish guidelines for ethical standards of conduct. Compliance with the code depends primarily on voluntary compliance. Disciplinary proceedings will be taken only when absolutely necessary.
3. All SGA Referees must:
a. Uphold the integrity of the Rules of Golf, the good name of the SGA and SGA Referees.
b. Maintain a good level of awareness of the relevant development in the game of golf, a good knowledge of the current Rules of Golf and undertake efforts to maintain competence in the skills of officiating.
c. Honour commitment by being punctual and being present for the entire duration of the tournament as well as attending all meetings scheduled.
d. Take instructions from the Tournament Director or Chief Referee and cooperate with other SGA Referees.
e. Treat other SGA Referees with professional dignity and courtesy and recognise that it is inappropriate to criticise other SGA Referees in public.
f. Be respectful and courteous to players, fans and members of the public.
g. Always endeavour to make accurate and objective decisions with reference to the Rules of Golf.
h. Avoid acts which may be construed as conflicts of interest.
i. Not engage in discrimination based on race, religion, gender, age, or on any other basis.
j. Comply with the SGA standard fees and allowances.
k. Cooperate in all ethics investigation and proceedings.
l. Not consume any type of alcoholic beverages while on duty.
m. Report any breach of the Code by another SGA Referees when the breach is known to him.
n. Not display temper, use abusive language and such other unbecoming behaviour.
o. Not engage in gambling on the outcome of the tournament where he is officiating.
p. Not intentionally make wrong decisions.
q. Not over-rule another SGA Referee without going through proper procedure.
r. Not make unwarranted and unauthorised statements verbally or in writing to any type of media including the press, TV, magazines or internet blogs.
s. Not accept or demand gratuities from players, club staff and management.
4. When on assignment, SGA Referees should be appropriately dressed. They are to wear the official SGA Referee T-shirts or the T-shirt provided by the event organiser with long pants and shoes (cap is optional) for men and ladies. Ladies may opt for skirts instead of long pants.
Reporting and Consideration
5. Any written report made to the SGA about any breach of this code will be referred to an Investigating Officer. The Investigating Officer will carry out a preliminary investigation and gather all the facts. These may include interviewing all relevant parties concerned.
6. The Investigating Officer will present his initial report to the SGA Rules Sub-Committee which will then deliberate whether:
a. No further action should be taken; or
b. To refer the report to the Disciplinary Board.
7. Upon receiving a report, the Disciplinary Board must determine whether:
a. To dismiss the report; or
b. To convene a hearing in relation to the report.
8. If the Disciplinary Board determines to convene a hearing in relation to the report, it must give at least 7 days written notice to the accused party stating:
a. The date, time and place at which it will hear and determine the report;
b. Brief particulars of the report;
c. That the accused party is entitled to be assisted or represented by another person.
9. At the commencement of the hearing, the Chairman of the Disciplinary Board will read out the report and the alleged offence by the accused party under this Code.
10. If the accused party is not present at the hearing, the Disciplinary Board may:
a. Proceed to hear and determine the report and the penalty (if any) to be imposed; or
b. Adjourn the hearing of the report for such period determined by the Disciplinary Board and must give written notice of the time and place when the hearing will resume.
11. If the accused party is present, the Chairman will ask the accused whether he wishes to admit or deny the alleged offence.
12. If the accused party admits the alleged offence, the Disciplinary Board will deliberate the penalty and then announce the penalty to be imposed on the accused.
13. If the accused party denies the alleged offence, he may give evidence and bring any relevant witnesses to support his case.
14. After the presentation of evidence and hearing any final submissions by the accused, the Disciplinary Board must determine whether the accused is guilty of breaching this Code and the penalty to be imposed.
15. The Disciplinary Board will then announce its decision to the accused.
Right of Appeal
16. A SGA Referee may appeal the decision of the Disciplinary Board to the SGA Executive Board by giving written notice to SGA within 7 days of the date of decision by the Disciplinary Board.
17. In the event of an appeal, the Executive Board will re-hear the report at such a time and in such a manner as the Executive Board deems appropriate. A quorum of at least three members of the Executive Board must be present to hear an appeal.
18. Upon re-hearing a report, the Executive Board may affirm, vary or substitute the decision as it may deem appropriate.
19. The Executive Board’s decision is final.
20. In the event that a SGA Referee is found guilty of a breach under this Code, the following penalties may be imposed:
a. Written reprimand; or
b. Suspension from officiating assignments for a specific period; or
c. Removal from the SGA Referees’ Register for a specific period.
